Hi and welcome to another diary! I am home sick today, so this gives me something to do (besides suffering)! Today it’s time for another Bag of Tricks diary where we cover a couple of features that aren’t necessarily connected. Two of these do fit quite well with the expansions sub-theme of fleshing out democracies. Lets dig right in!

Expeditionary Force Requests

The Allies are made up of many nations and coordinating them can be difficult. To help with this Man the Guns adds the ability to request expeditionary forces from multiple nations directly when organizing your forces.

The AI will respond immediately and assign the troops to your plan if it approves. That means you can control how they get there, should you wish it.

It is also possible to request expeditionaries straight from an empty army. To do that click the new expeditionary army button at the bottom of the new army button:

Useful if you have no units in an area, but an ally in your faction does. Then you could draw a plan there and tell them what to do. AI will prefer picking troops close to the plan if they can.

Welcome to another dev diary for Man the Guns. The expansion has 2 main themes: Naval and Democracies, and so far we have had dev diaries for USA and UK and today its time to continue the second theme by talking about how you can host governments in exile and turn them against their conquerors. We will also be doing some follow up on UK with Imperial Conferences.

Harboring Governments in Exile

The AI is pretty helpful, but will not give you more than it can spare and still ensure its home areas are safe. It will also be a bit watchful, so if you always send them ahead to die you might find that it doesn’t want to hand over as much troops anymore. Depending on what plan you draw up it will also try to send suitable units. So marines for invasions for example. This means that for the AI to know if and what it should send you must first draw up the plan before sending your request.

Many nations overrun by the Axis would field at least a few small units of exiled forces, such as (but not limited to) the French, Greeks, Norwegians, Dutch, and even Czechs. These served not only in the Army, but also in the Air Force and the Navy. The most well-known, however, are probably the Polish. At their height they numbered almost 250,000 men, and served with distinction in France, Norway, North Africa, Normandy, and Northern Europe, while Polish pilots proved their mettle in the Battle for Britain, among others.

Note that I am talking about AI here. This action isn't available towards players. It's just a lot simpler to talk to each other and use existing expeditionary sending for that.

The main focus of this feature is to give extra power to democracies in that nations who are conquered by, say, Germany will be able to function from a host nation and lend their strength to them. Each government in exile has a certain amount of Legitimacy - essentially how acknowledged they are by governments in the world as the legitimate government. The higher the legitimacy, the more advantages you will get from a government in exile.

To be able to request expeditionaries, you must either be the faction leader (which with MTG can now change from whoever created the faction), or have subject nations as the action is also available for those. The action is available for all ideologies, but we think it fits the democratic theme the most considering the plethora of smaller nations banded together against the axis.

Supervised States are a new autonomy level in MTG. Designed to let democracies do puppeting in a way that suits them better, and ensures the targeted nations can't just turn around and go against them.

Ability to have Airwings with exiled manpower. These start out at a higher experience level right away.

West Germany is here a supervised state set up by the British. A supervised state is not particularly oppressive, but does come with restrictions.

A Supervised state is essentially on a timer, as they will also slowly regain autonomy, so you can not really keep them a subject forever. They also do not have any other steps and go directly to Free once they are autonomous enough. At this point restrictions drop and they are free to leave factions etc.

 

Legitimacy is gained first before actually capitulating. The higher your warscore, the better your starting Legitimacy. If you just fold, transport all your divisions to safety or disband them, you won’t get much and the road to gaining more will be that much harder. Once you are actually in exile you gain legitimacy by helping in the fight. This both makes historical sense and means that players have a good reason to fight as hard as possible.

Once a nation has capitulated and is exiled it can salvage some things. Depending on Legitimacy some of the stockpile may be spirited off and some divisions may escape (with severe equipment losses) and will appear in the host nation after a long while (presumably sneaking across the channel in small boats or on long detours etc). These divisions will be Exiled Veterans.

An Exiled Veteran division generally has a better experience level and will get both a combat bonus when fighting the occupiers of its nation as well as an extra bonus when on its old core territory. So these divisions are quite precious and potent. They are trained in much the same way as colonial forces are for those that own Together for Victory and you get access to both their templates and your own:

This one is something I’ve been wanting as soon as I noticed that people wanted to be able to do state based or decisions with location. Often the interesting part of a decision is where, and huge lists of states isn't all that nice to scroll through. We actually had to restrict some stuff for Waking the Tiger because the list of states would have become unmanageable otherwise. To deal with that the 1.6 Ironclad update will also make decisions available on map as long as you have the decisions view open. Some are simply mirrored, so you can pick them in either the list or on the map, and some are only on the map. A good example of the second type is the Blackshirt Marches when turning UK towards fascism. A lot of different states with different costs make for overwhelming choice, but on the map it is quite easy to see both where and how costly they are.

Playing in exile is something I think will be more popular in multiplayer than single player, because you are limiting yourself quite a bit, but for those who like a challenge we wanted to make sure it was possible and give you some of these advantages as well!

If your host is an AI it will be trying to be helpful in this case by passing over control of veteran divisions arriving. Exile Commanders will also be under your control. Because some exiles will have no land at all you will likely need to depend on the master for lend lease of equipment to arm your divisions with. If you are totally landless you will be getting a trickle of manpower based on your Legitimacy as well (Poland is likely in this position while Netherlands or France wouldn’t necessarily be). When you are an exiled nation you can keep track of your legitimacy on the country screen as well as bring up the more detailed view like the host nation can:
